This position is in the Office of Counsel of the Vicksburg District, U.S. Army Corps of Engineers, located in the headquarters building in Vicksburg, MS. This is an Attorney-Advisor (General) position. If selected, you will independently plan and execute assignments in specialty areas such as Federal Procurement Law, Environmental Law and the Corps of Engineers Regulatory Program, Labor Law, Tort Law, Admiralty Law, Administrative Law, and Real Estate Law.

Requires a Confidential Financial Disclosure Statement (OGE form 450) You must be a U. S. Citizen. You will work under the general supervision of the District Counsel. You will independently plan and execute assignments across the full spectrum of the U.S. Army Corps of Engineers legal services portfolio, conferring with the District Counsel and the Deputy District Counsel on unusual problems and unfamiliar matters. You will provide advice, guidance, and direction to District leadership, higher headquarters, and other staff elements on complex and controversial issues. You will utilize a comprehensive working knowledge of federal law and regulations, and of U.S. Army and Corps of Engineers directives and policies, to efficiently and effectively develop legal solutions to assert and defend Army and Corps interests and equities. You will also provide legal advice, guidance, and assistance for other activities of the Vicksburg District, as needed. You will research a wide variety of court decisions, legislation, regulations, and policies in providing assistance on these matters. Challenges will include the following: handling a large volume of complex actions in a timely manner; providing quality legal services for a large volume of actions; and, establishing and maintaining good working relationships with District elements and others.
Bar Membership:
An applicant must currently be a member in good standing of the bar of a State or Territory of the United Stated, the District of Columbia, or the Commonwealth of Puerto Rico.
Experience required:
Applicants must have 2 or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsible of the position. Graduation from an ABA-accredited law school, in the top 25% of the class, or an advanced law degree, such as an LL.M, may be substituted for 1 year of professional experience.
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
Ability to effectively assist in providing the full range of legal services performed by the Vicksburg District Office of Counsel; to work effectively with military and civilian leaders, senior staff, and other attorneys in the U.S. Army Corps of Engineers, with officials and counsel in other governmental entities at all levels, and with private parties; to effectively deal with agency jurisdictional issues; and in the absence of the District Counsel and Deputy District Counsel, to effectively direct the work of the office on a temporary basis.
Ability to develop and utilize innovative approaches in solving problems, formulating effective solutions, and resolving complex issues.
Knowledge, experience, and ability to effectively advise in the following areas of federal law and practice: a) military, civil works, and support for other programs, including civil works project authorities, project formulation, appropriations, fiscal law, project cost sharing agreements, and development and use of hydropower and water supply; b) real estate acquisition, management , and disposal; c) contracting for services, supplies, and construction; contract administration; and contract dispute resolution, claims, and appeals; and d) dispute resolution and litigation.
Knowledge, experience, and ability to effectively advise in the following areas of federal law and practice: a) ethics, conflicts of interests, and standards of conduct; b) Equal Employment Opportunity, personnel and employment law, and labor-management relations; c) administrative law including Privacy Act, Freedom of Information Act, non-contractual claims (tort, admiralty, and affirmative), constitutional law, personal liability, and Native American law; and d) environmental and regulatory law and procedures relating to environmental protection of natural resources, including Clean Water Act, National Environmental Policy Act and environmental laws related to the management and remediation of hazardous, toxic and radioactive materials and waste.
Ability to quickly balance competing goals, and to organize, prioritize, and work effectively, with limited supervision, to meet established deadlines and achieve prescribed goals and objectives.
Ability to communicate clearly and persuasively, both orally and in writing, with diverse clients and constituencies on varied and complex topics. Ability to form and maintain cooperative working relationships.
Ability, in a fast-paced environment, to quickly analyze problems, to propose reasonable courses of action, to identify client objections, and to formulate well-reasoned advice responsive to client needs.

TIME IN GRADE REQUIREMENTS:

Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B or JD). You must submit a copy of your law school transcripts with your application packet.
Foreign education must be evaluated for U.S. equivalency in order to be considered for this position. You must include this information with your application package.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
